Indian Regulator Permits Dual Technology Within Same Licence

Almost two weeks after the government stopped accepting telecom licence applications, the telecom commission has said that present telecom operators can operate both GSM and CDMA services.

The Telecom Commission cleared the recommendation of the telecom regulator permitting existing licensees to use alternative technology by allocating them dual spectrum. What this means is Airtel, India’s largest mobile operator by subscribers on GSM technology can start CDMA services. It will also help Reliance, India’s largest CDMA operator to start offering GSM services.

Earlier mobile operators were allowed spectrum either for CDMA or for GSM within the licence. However they will have to pay Rs. 1.68 billion to get a new UASL licence.

Reliance is an all India operator with GSM services only in eight circles across India. In February 2006 it asked for GSM spectrum in over 15 circles across the country under its existing licence on the 1800 MHz band. It will even help HFCL, an operator that has also applied for GSM spectrum in all telecom circles in the country. HFCL was slow in the telecom market after it actually came close to bankruptcy when it bid Rs. 18000 crores (Rs. 180 billion) during the early days of telecom licencing.
